How much do copy writers for an eBook package charge?

It depends if your looking for someone who speaks English. If you want a Quality ebook, I would say at least $2 per 100 words.
Mind you, I wouldn't do it for such a low price, but no English speaking person would do it for less than what I mentioned. Any other low-ball prices and you know what sort of writer you're dealing with.
This should let you know that you either need to passionately want this material out there, or be thinking your going to dupe the DP and Warrior crowd big time and make lots of cash. Paying someone to write that many words won't be profitable otherwise.

You can get pretty solid copy for $500-$1000.

$500-$1000? You're most likely going to get crap for that amount. If this is a project you see making a lot of money, then pony up the cash. A good writer will set you back 10-15K but it's worth it. If you're not willing to spend that kind of money then you should write it yourself:

I charge about $3.5k, and I'm relatively inexpensive.
The only reason I'm not charging $5k+ is that I've only been doing it for others for a few years. Outside of a few direct marketers I work closely with, I'm relatively unknown.
If it's a good product and there's a good market, I have a knack for getting things to convert.

Getting a good copywriter is gonna cost you.
I spent 10k + royalties to get mine for an upcoming project.
...That leads to my next point. For good copywriters expect to wait. A while. I reserved my spot for the end of May about a month ago.
Good copywriters are booked up. If they aren't they aren't worth the money they charge.
Also, if it's your first time (which it sounds like), get a lesser upfront cost by offering royalties. I do this regardless of how much I think it's costing me in potential income by giving him his share. Offering royalties gives incentive for great conversions.
...Also give performance bonuses. I would do XXX-xk a month for every month it's over X% conversions on the front end of a product. I usually go with 7, 8, or 9%. That adds the continued incentive to make sure the product is preforming at maximum potential and will have your copywriter sending you revisions for internal testing to try and squeeze out higher conversions.
If you're really a go-getter try offering $xxx-x,xxx per month for every % the conversions go up.
Anyone who offers a service usually wants to do it quickly, easily, and cheaply. Unless their income directly correlates with how well the product, webpage, service does.
Always remember that and keep it in the back of your head.
And don't be a cheap ass. If you bank really hard off of their work then don't be afraid to send them back a gift or a few dollars. If he's really that good his prices will go up and his time will become much more valuable.

A real deal copywriter is going to be between 10-15k + royalities, but you could probably just write it yourself or get it done for cheaper if you don't have the cash.
It's not too complicated, though you'd have some kinks to iron out. What you might try doing is writing it, then paying someone to fix it for you.
thanks for the responses. I do appreciate it as i see some of the reputable guys on the board have commented in this thread. Unfortunately im not as ballin' as you big boys (yet) so would it be such a bad idea to look at the copy page of some of the guys in my niche and re-word it and revamp it to be my own then have a copywriter critique it... im not sure how much a decent one would charge to fix it up but it's probably my only option right now.

If you mean writing the testimonials that's extremely illegal and I don't know of any copywriter who does that. (Not saying that's what you're asking, just making sure).
I've helped clients get testimonials before, email their buyers list or whatever.
