It depends if your looking for someone who speaks English. If you want a Quality ebook, I would say at least $2 per 100 words.
Mind you, I wouldn't do it for such a low price, but no English speaking person would do it for less than what I mentioned. Any other low-ball prices and you know what sort of writer you're dealing with.
This should let you know that you either need to passionately want this material out there, or be thinking your going to dupe the DP and Warrior crowd big time and make lots of cash. Paying someone to write that many words won't be profitable otherwise.

You can get pretty solid copy for $500-$1000.
Obviously this is low end... For really good copy you'd need more dough.
$500-$1000? You're most likely going to get crap for that amount. If this is a project you see making a lot of money, then pony up the cash. A good writer will set you back 10-15K but it's worth it. If you're not willing to spend that kind of money then you should write it yourself:
