How do I install an Affiliate or Referral Program in my site?

I have a website that has about 1400 members currently. The site is built with custom PHP code. How can I install an Affiliate or Referral Program into it when I dont have a shopping cart?

I will pay anyone that has a viable solution for this.

It depends on what kind of site it is and what you want your affiliates to accomplish for you. How could anyone possibly answer this without knowing anything about your site or what you want to accomplish?
 
1,400 members? Is it an adult site? If so CCBill has a solution for you.

Is it a mainstream site? Then iDev Afilliate or Hasoffers.com is probably the way you should go.

You don't need a shopping cart to track signups and referrals. A image pixel is all you need to track.

It's simple.

adult sites are a no no, and that market is dying

I don't know about them being a "no no" (lol what is this, a Mormon convention?) but you are right, they are definitely dying.

Even still, some adult sites have tens of thousands of members.

So, without knowing what his 1,400 member site could be I just threw out some options.
 
Thank you all for the responses. It is actually a design contest website. What I would like to do is allow my members to sign up as an affiliate. When someone clicks on their affliliate link and come to the site and sign up then start a new contest, the affiliate gets paid for the contest. I dont want to pay for the sign ups (yet), so the action has to be starting a paid contest.

I just dont know of any software that will integrate with a custom PHP coded site.
