^ This is probably the best answer. :drinkup:Most networks have a Business Development team that research and contact businesses that they think could work as an affiliate marketing campaign. It's not all that complicated. Tradeshows are obviously a great place for the two parties to find each other that speeds up this process.
Networks don't "find" offers, as much as they either contact specific businesses, or are contacted themselves by businesses wanting to sell.
Remember that the best networks like CJ have very stringent requirements, and if you fail to meet them, then you're dropped from their network. It's a not a desperate situation of "find offers" as such. It's like trying to join a club -- you may not get in.
