I am also in a similar situation to the OP although CPARev doesn't owe me as much as him. They only owe me about $800+.

I have been trying to call and email them as well for several weeks now... they dot answer anymore. I can also confirm that CPARev has blocked their phone number. It was not blocked on Friday.

I don't know the legal aspects of this but maybe if this guy is actually defrauding a whole group of people you could get a special prosecutor to review the case for prosecution. It's worth a shot to get the police involved - definitely raises the pressure on this clown.
