Hints & Tips for a first time Blogger?

I would start with daily to get the SE's spidering your site often. You could probably then go to every couple days.
 
Be patient, it can take a really long time to gain a readership.

Figure out where you're going to get ideas for entries before you start. Maybe subscribe to Google News alerts, that sort of thing.

Find all the other blogs in your niche and try to form relationships with as many of them as possible. Link to them, write posts talking about what they write about, etc.

Be realistic about how often you can post, but keep to a schedule. i.e. if you can only post once a week that's fine, but make absolutely sure you get that one post a week up.

Check out ProBlogger. The guy makes 6 figures from blogging and has great tips for beginners all the way up to professionals. Everything from choosing the right software, to optimizing ads and increasing traffic.

perhaps have a number of posts written in advance, to use when inspiration dries up (and it will). Also keep a list of things to blog about, again to avoid the lack of inspiration thing

This is also a good idea if you ever plan on taking a vacation. You can enjoy yourself while sitting on the beach and your readers will have no idea that you are gone. The only problem you might have with this plan is if your subject matter is topical. It's kind of hard to know what will be topical 2 weeks in advance.
