Higher Payout Means More Scrubbing?

Do networks that give a higher payout on their offers(lead types like dating) scrub more? Is it still the case that they give more so we don't notice it?

No offense, but if you're payout increases but your cpm or cpc stay the same or drop then it's obvious their scrubbing more.

High payouts are meaningless without the EPCs to back 'em up. Split-test, and you'll see which networks are shaving, and which ones are straight up.
