I don't know if he's a troll or not, but I laughed my ass off realizing this was a month in the making.
All he needs is tor, a VPN, a public wifi hotspot, or a neighbor's unsecured wifi, etc. It's pretty easy to be anonymous these days.

But this guy went to his neighbor's house a dozen times. no other neighbor had issues with the dog. He called the cops. He called the city government.
Then he killed the dog???
