The article says that the US has 74 billion in operating cash. Obviously they do owe a lot more than that.

In terms of cash, it looks likes Walmart is over $100 billion in debt. We could say that a bum on the street has 100 billion more dollars cash.

However, Walmart's total assets are $180 billion and the stockholder equity is valued at $68 billion.

So it is possible that if we just looked at Carlos Slim's cash, then he also might technically be in the negative.
