I basically had a google rep tell me this: If you’re linking to another company as an affiliate and not actually provide the service yourself Google think that’s a bad user experience. Google wants you to be able to purchase or get the service right on the same domain that is being promoted in the ad.
Its pretty obvious that affiliates are going to be shut out of google unless they can white label the offer.
