Opt for the phone call (if you can) instead of the package.
If you're going after a specific area, use an address as close to where Google Maps puts the center point of that area. If you want to be high in the local results for St. Louis, MO.. then go to Google Maps and punch in St. Louis and see where they drop the pushpin. When you create a Google Local listing, use an address as close to that pushpin as you can get.
Then, start looking at the other local results for your target search term and see where google is pulling reviews from for them. Once your listing is live, start getting positive reviews on those sites. Within a certain margin, positive reviews will trump proximity to the center point and allow you to "leapfrog" competitors who may be physically closer than you to that center point.
Also, pay attention to the title you give your listing, because titles do count in Google Local.
