Google getting tougher on scraper sites

Yeah, I've heard a report of this from one person. Is this large-scale or just an isolated case(s)?

I don't know about that, I got a warning about having a disallowed word in a search campaign for a CJ merchant (entirely by accident on my part), and they threatened to cancel all of my earnings for the month for that merchant if I didn't rectify it immediately, even though that ad had only sent them a dozen clicks vs thousands from my web site, so you have to mind the terms no matter who you're with.
