Geotargeting in Bing Paid Search

What's the deal with geotargeting on Bing. Unless I'm a complete idiot (which is a possibility), when I'm setting up a campaign, it won't let me geo target down to the state or city level, only U.S.

When I put in San Diego, Ca, it comes up as a greyed out option on the list, and it won't let me add it to my targeted locations. Ideally I'd like to include all of southern california, but it doesn't look like there's a way to do it, like you can on Adwords. Am I just missing something. Any help is appreciated.

nah adcenter is whack.., you have to uncheck the US to be able to check states.. and if you want to check cities, the state must be unchecked..

Also - when you set up your campaign, turn off geotargetting at the campaign level, so that you can set it for specific ad groups.
