Facebook Cloaking Idea

This maybe a dumb idea but has anyone thought of cloaking by blocking an entire state? Since its impossible to find out what IP facebook employes use why not block the entire state of California where their main HQ is. Again its just something that crossed my mind so I don't know how effective it would be.

Thats where the main HQ are located but their review team is located in diff. cities/states. I know for a fact they are opening new offices in Austin, TX with 200+ employees.
