Does AdWords allow affiliate links to be redirected & cloaked?

Two questions:

1. Are any affiliate links (promoting non-rebills) allowed on a landing page or content site promoted with AdWords? My sense is that the answer is yes, given that Editorial Guidelines say "no data entry affiliate programs", suggesting to me that others are ok.

2. Assuming affiliate links are ok, is a PHP redirect of the link with cloaking (using Prosper 202) permitted?

I cannot seem to figure this one out. Any input would be appreciated.

Can you help me understand this:

Even if I do not set up my own redirect, most affiliate networks have their links set up as a redirect. Are these links allowed?
 
No, their redirects are essentially the same as yours would be. Build a landing page with good content on it, as it will save you money in the long run b/c you will get a better QS then you would using a network lander.
 
Here's how it is currently set up:

1. Site with original content (e.g. website.com)
2. Page on website with original content (website.com/page1)
3. Affiliate text link on Page. Set up as website.com/recommends/link.php
4. Clicking on this link the user is redirected to: AffiliateNetworkTrackingSite.com/redirect_link/, which then redirects the user to the offer page.

If I do not use a redirect / cloak in step 3, the user still sees the affiliate link, and is redirected, but only once instead of twice in this case.

Are the redirects permitted at all?

If so, can they be cloaked? (I do this so the network & advertiser do not see my website & keywords).
