The possibility of YouTubers buying subscribers is likely when they're starting from scratch. In order to get monetized–you'd need 1k subscribers and 2k watch hours.
However, buying subscribers just cause your channel to suffer. Having a lower subscriber to watcher ratio on your channel just sends huge red flags to YT. It means the people who subscribed to your channel are not actively engaging with the content you're putting out.
This is especially harmful if your content is very niche-related. Say, your channel covers something obscure and oddly specific–a plasmodium (bacteria) channel, or even a YT channel that talks about open die forging and the likes–just any topic under the sun.
If this is the case, it's not going to have a big audience in the first place and will not be particularly "marketable". So, you'll eventually reach a precipice point where it feels like YT just shadowbanned your videos.
So, it's still waaaay better to just grow organically than buy subscribers.
