Yes, If you are wish to make your site visible to the search engines and is a new site. Since it is a traditional White Hat method, so I would suggest that you to do around "2000 Directories Blast". You have nothing to loose.

Maybe it's effective, but you shouldn't do them by yourself, but outsource. It is just too time consuming to do it by yourself.
