I don't really understand what's better and why. It would seem that the CPC would be superior, since the CTR is horrible on any ad. Usually for most ads I'll range from .10-.20 CTR.

When I submit an ad it usually says

Suggested bid: 0.74-0.82 (CPM)
Suggested bid: 0.45-0.50 (CPC)

Does the suggested bid even have any relevance? I just submited 5 new campaigns and set them all at .40 bid for CPC. But lets say I bid .50 cpm and get a .20 CTR, wouldn't I be getting .25 clicks?

There's already a huge thread on Facebook which you can probably search through, but I think you'll find most if not all use CPC.

The suggested bids are usually crap. As an example, I usually start out at maybe half what's suggested. In your example, I'd probably go with .20 and see what it says. It'll tell you if the bid is too low to receive impressions after the ad has been approved, although it's not always true either. If you're patient enough, you can wait and see--I usually just raise the bid a penny or so at a time until it doesn't say it's too low anymore. Obviously adjust your bid accordingly after the ad has been running a little bit and your CPC is adjusted due to CTR and all that shit.

Who can guarantee that your CTR won't take a plunge sometimes in the day?
If you are using CPM you must monitor it so that you won't end up paying too much.
