Numbers. Probably 1% of the population are insurgents, and maybe 5-10% are supporters. That leaves a vast majority of the people to clean up their community if they wanted to.

I see what you are trying to ask me, but your plane example is probably the worst one you could come up with. A plane full of Muslims is probably a much safer place.
But in general I do feel much more comfortable when I'm surrounded by people "just like me." The more of my "attributes" they match, the safer and more comfortable I feel. And I'm pretty sure that's how anyone feels.
To extended it further, I would feel safer in a room full of white people than in a room full of black people, simply because I'm white.
Just like I would venture to guess, a black guy feels more comfortable in a room full of black people than in a room full of white people.
It's not limited to religion or race. That's just an example.
But what does it have to do with the fact that you want to make civilian Iraqis responsible for not doing something they can't possibly do?
