Can anyone recommend a web designer experienced in Bootstrap 3?

It's a newer type of elance/odesk type site but you can drill-down better and find quality people for exactly what you need done.

Learned about this through Stack Paper (I think that's his username) and have used it a couple times since then, it's really solid. You can message people and get them to do custom work for affordable rates.

Nice man, that's exactly the Spree Bootstrap Frontend that we're using. I had TShop on my "maybe" list for design but ultimately didn't like the look and feel with what I was going for in my brand image. Were you doing development on Spree for your client? I also recommend Envato Studio. I'm a service provider there and I have recommended programming/coding jobs to my clients. They found great people, talented and with a good work ethic.
You can compare it to elance/odesk, but all the profile and services are being checked for quality by their reviewers.
When you are searching, sort the services by favorited. Number of deliveries doesn't tell you much, I had few jobs just from only one client.
