If your issue is quality assurance i would developn page in session as well asca post collection strategy. Realtime i would run everything thru a validation service like melissadata, develop a blacklist for Mickey mouse etc, match zips to area codes, check email formatting. Xxx@xx.valid tld and ping mx servrs to see if you can valid e email address. If they real valuable leads append em in real time with a rapleaf or similar. Post-collect eyeball a percentage, throttle new affs and i like tha call center ideaand that can be profitcenter.
