Are PR and Quality Score factors much different?

This is probably a stupid question, but do incoming links matter to Google for QS on a page when doing PPC?

Since we're paying for the traffic, I don't see why all of the factors that go into PR would matter, but it's Google and they are weird.

as far as I know some links to the page might make google think it's not just a landing page, hence you would get cheaper clicks
PR is something your site aquires based on backlinks, age and other factors that google likes
QS is higher if you can make your landing page look like a real content page...add some relevant content/keywords, some links like privacy, contact etc, things that depends only on the page and not on the other sites linking to it
I think as well that until we pay google should care if the page is just a landing page or real content
