You could begin by allowing a few sample posts for exciting contenders, then add a poll. As new candidates populate the list, add new poll options.

Just use ban thread suggestions + a poll.

For instance, open up a ban thread for a limited period of time; like 2 or 3 days or so. Everyone that wants to nominate someone for banning submit the name of the person they want banned.

After the end of the time period, collect all names that were submitted and put them in a poll. Keep the poll open for another limited time; 2 or 3 more days or something like that.

Easy on the mods, easy to keep track of who's nominated, who's not, and who's winning (or rather, losing).
