OK, this guy turned out to be a total scammer. Please be warned everyone.
His trick is to offer you "free" review copies on ULTRA premium sites (this fillipino could NEVER get access to) - but then he says to pay him $50 for the review copy, then he offers another review copy, this time $100, then he offers you another review copy, this time $150
In the end, if you give him URL's to link to, he threatens to destroy your websites's reputation using negative SEO unless you give him the money (no links will ever be dleivered).
Thanksfully I was warned by a customer about his tactics before things got to this stage.
