What do you mean by billing?
You can sell and tracks your spots but the billing is done outside.

i think adword advertisers will be able to bid for your spots very soon, let say you make 20$ a CPM with a banner spot and you accept adsense if it pays more; it will become a cheater's heaven.

He means getting an ad network to accept Google's impression numbers to bill off of if you're using it as an adserver.

I've never heard of anyone wanting to be tight lipped about an adserver of all things. We've used quite a few, zedo seems to fit well with most intermediate marketers and even those looking to get started who are more concerned with costs and learning curve.
