Throttling is terminology used for decreasing something, and in this case it's the amount of views your ads get.

Facebook hate affiliates
Some speculation of poor CTRs = poor views??

That depends on alot, like what your targeting is, what the ctr history of the ad is etc. What it boils down to and what they really care about is their CPM. Whether you bid $10 and get .0001% CTR or bid a penny with $1 CPM, as long as you make them money off their traffic they will show your ads. Your value compared to competitors is your CPM. It's not a perfect system though, I have lots of ads in expensive demographics running at 0.05-0.08 CTR with only 8 cent bids and getting lots of clicks.
How do you get an 8cent bid? the lowest minimum bid i have seen is 21cents..?
