Yes they can burn black plastic like trash bags. I don't know if you recall but we started a rumor that terrorists were using them to shine at cockpits... thing reached main stream media and took our sales through the roof.
Of course its not possible since at that distance any slight movement is great and the diameter of a laser never increases. It is pretty damn near impossible to hit a pilot. On top of that your eye instantly blinks before the beam hits it so it wouldn't blind you.
We got CSI episode about it and tons of news coverage... good times .
