He basically hires some newbie retards in these countries and make them AM. Then go to FB group, declare bunch of newbies that he now has a new office.

If I was a potential client I would pass on this company (not knowing what I currently know). It looks and reads like a high school kid put it together.
EWA is the king of brokered offers. Not even 1% of their total 10000 offers he has on the network are direct.
I sometimes wonder why the fuck people run with brokered networks. It takes only a few mins to figure out who is the AOR or you can hit the advertiser directly.
