HostTheName is definitely cheap. I think their Shared plans start at $1.99/mo? Not sure...great support too.

If you are looking for cheap, don't go with big brands. Go to web hosting forums to find cheap hosting.

For hosting you get what you pay for. If you plan on getting a lot of traffic, don't go cheap. I find hostgator is pretty good all around. It's reliable, yet it doesn't cost a huge premium for their hosting service. As for domain registry, just find a coupon, and get it through anyone - but not godaddy of course.
