Women got federal voting rights in 1920. The high spending level right before that is because of World War I.

World War I was basically the final straw for women that led to voting rights. Selective Service was passed and literally millions of women's sons and husbands were forced to be in the war. The US had under 100,000 troops before that.

Women were pissed that they didn't have a say in electing the people that were able to force the men in their lives to go off, to possibly never return.

The huge debt increase in the 40s was for WWII, which males are primarily to blame for (or so I've been told lol).
