Facebook APPs, have some questions for you

Im wanting to do some shit on Facebook.

I started out making a "fan" page for a brand thinking that anyone that joins the page, I could then post on their personal wall messages about the brand when I wanted.

That didn't seem to work, so I set up an App thinking anyone that connects to the app and allows me to get their data, I could post to their personal wall as well, but I have found out ( I think.. ) that this can only happen while they are online AND logged into FB AND using my App.

What I am wanting to do is, post on their wall when I want regardless if they are online or not ( or logged into FB or not ), just like your friends can post on your wall when your offline and you see it when you finally log back in.

Is this doable with a page or App, or would I need to them to basically "friend" me ( as a fake profile ) in order to do this?

The FB docs do not make this very clear, anyone that has built an App or page and done this ( while the user was offline ) please offer me some guidance.

The fb docs are poor, I haven't done this but with apps I think you have to ask the user (via the api) for certain permissions when they signup.

I think you can do what you want just by making a fb page and getting people to like it, once they do you can post on their wall. Note that a page on your own site can also be a fb page via the open graph, so you can post on someone's wall if they like a page on your site.
