is there a way to tell if youve been smart priced? i'm almost 100% sure that i have been.. what can i do about this? is it possible to delete me account and then sign up for a new one?

what is the best way to go about creating a 2nd account with adsense?

if your getting $0,01 clicks only and maybe some 2 or 3 cent clicks, then you're smartprices.. not if you're just getting 10 cent clicks...
and you cant sign up for a new account becouse they WILL find out and then you'll lose everything...
just wait it out
