If you have an existing HTML theme, you can convert it cheaply using themespress.com $10 a pop is not too bad, and you can upload and tinker until it's satisfactory before paying. All automated.

Also: in addition to the theme generator already linked, which I used a lot, I've been experimenting with this one: Web2.0 - templatr - Template Generator Neat interface and works fairly smoothly.
