Why is this site ranked higher than the other?

For the search term 'ipad forum' the second result, that ipad88, is PR2 and the third site radipad is PR3. They both seem to have the same onsite SEO for the term ipad forum, so why does google give one a higher PR but the other outranks it for the search term?
 


Google has specific standards for rating the website. Depends on that PR vary from website to website.

Terms like page weight, page content, page speed etc All this comes matters for PR.
 
Some thoughts:

Who said "ipad forum" is the keyword

If PR was all that mattered SEO results would always start with high and go to low

Who said Pagerank tools are accurate.

What about content, links, linking structure etc

And since when is outing pages ok on this forum?
