It's a shrewd move on Putin's behalf, while it amounts to small amount of total EU GDP it puts a lot of political pressure on a number of European governments. In particular, a number of governments which have been asking for NATO troops/equipment to be placed in their territory.

It's not a move that is designed to inflict any real damage on Europe or Russia. But is aimed at trying to break the unity of the EU's approach to current and future sanctions.

Also some have suggested that it also a move which won't be objected to by the WTO, which if true makes it particularly shrewd.

He's making a threat which he cannot fulfill. What is shrewd about that? It's a desperation move!

Russia is a giant gas station. Nothing more. They produce nothing of value. They import everything and export raw only raw materials. All of consumer electronics, practically all of electronics equipment, 80% of parts for the heavy industry, precision equipment, automobiles, food (a lot of it is from Ukraine), textile is 50/50 EU/Chn.
