Where/How to get multiple Class-C IPs

I want to get a VPS, but I'm not looking for something fully managed. I need multiple class-c ips. So two things:
1. Where do you recommend to go for a VPS where you can get multiple class-c ips?

2. If that all out fails, the place I want to go through will only let you have 2 ips claiming some ARIN's regulations. However you can get more IP's with justification, what could I actually claim to get more ip's?
 


Don't know about their VPS plans but I have two dedicated servers at ThePlanet and they were cool about adding multiple class-c blocks.
 
With SoftLayer, you can add more IPs to your account at any time. I just request 4 then wait a couple days, request 4 more, and repeat. Each time, the IPs will be in different ranges.

Sounds great but SoftLayer doesn't offer VPS's
 
I just googled them and they dont seem to be around anymore, but at one point in 2006 I had almost 500 IP's from colomart in texas. If you can figure out who bought them or their assets they could probably help you out.

Looks like VIRTBIZ bought their customer base.
