When is an email submit lead considered an invalid lead?

Hi, I just wanted to ask when is an email submit lead considered as an invalid lead? I mean I notice sometimes the lead is not counted or is considered fraud or invalid. How could they know that these are invalid leads? I mean email is the only detail needed to be entered right?

It could be a duplicate email address, they could have a cookie on their machine from another email submit from the same advertiser, or the advertiser could just be scrubbing it.

Also pretty sure they don't want the same IP Address submitting different emails.

They could also have a script that tests the email to make sure it's valid, then check that against their existing database, deciding how far back to set the scrubber beforehand, (ie one month, two months, six months...)
