Whats your goto place for getting help with web development?

So I had a CSS/website formatting question and I posted it on stackoverflow and so far the only thing that happened was I have 2 people arguing over if its proper coding procedure to wrap <div> tags around your text (wat?)

So basically it went something like this:

Stackoverflow is really the best place for real programming languages imo. I'm not really sure where you'd go for stuff like CSS/HTML.
