What tool are these guys using?

This site shows up great for hundreds of terms. Can you tell what tool they're using to generate all these similar but sort of unique pages?

Or is it just home-grown?

For creating a ton of "doorway" pages, Google seems to not mind at all, which surprises me. And to do the content by hand and the scripting by hand seems like a fair amount of work, which makes me think they're using some software...
