What software makes such videos?



Sparkol Videoscribe makes videos similar to this, but they will have a more "hand drawn" look to them unless you really tweak out the options, and import your own custom graphics into the program.

The video you listed above was likely done in Adobe After Effects. That program has a much higher learning curve though, and it's rather resource heavy if you are on an older computer. There are, though, pre-made After Effects project templates you can buy out there, and make some minor changes too - without having to know After Effects inside out.
 
Yea looks like after effects. Checkout powtoon, they are starting to do this kinetic stuff in there templates instead of just cartoon characters
 
For making such videos you can use aftereffects software which is very good for animation and video editing one

Depends on the purpose of the vid, your budget and your abilities. Hire proven talent to make the vid if you can. It'll help you learn the most cutting edge strategies while providing better content than you could create on your own.

If budget matters most, web based solutions like the ones mentioned are great, however after effects lets you do much more custom work.

~Not that you asked, but too many kinetic vids have shit copy to keep people engaged. Getting the script right in the first place tends to be where I see almost all of these vids fall short. Does your copy convert? If not start there.
