I would highly recommend keywordspy. its expensive but it has helped me to build some pretty good keyword campaigns. take keywordspy keywords and separate them into tight campaigns/adgroups.

I like to separate campaigns into groups of 25 and under and 26 and above this has helped me get some good ctr.
