I have sent $900 to 1 of my usa friend PayPal and request him when I get my paypal limit removed I will take back after 1 week when my paypal Active again I ask him to send back my money in PayPal then he said he pay $300 taxes on that $900 which I was send him on his PayPal is that true Usa governments charge $300 taxes on $900 like he said he pay 35% taxes in to send money from paypal to his bank account?

It depends i would say. Maybe he has like $3k-$5k in income when you sent your funds and he is charging the taxes of every single sale to you.

Talk to him over, you can ask him just to send a refund by clicking that paypal refund button and not send it to your address, so no paypal/taxes can be deducted from the money.
