Wanted: Initial SEO push

I need some initial search-juice for a site I recently put up.

I'm looking for the following:

- 10 100-word articles for 5 different keyterms
- Stumbles, Lenses, and anything else that would help initially push a page up
- A few high-quality backlinks
- Directory Submissions

The terms I want to go after are fairly competitive, so any suggestions would be appreciated.

Basically I have a budget of about $150 - $200. I know I can go to people individually for each of these things, but I would prefer one person handle it all. With that budget I certainly don't expect a miracle - I just want to get the wheels turning.
