Budget increased to $500 for skin and coding... I just had someone back out on me after i searched FOREVER to find the right guy. Someone help me out!

As for trigatch - if you don't plan on going with vBFresco, I suggest you find a reputable person such as CreationNation has pointed out... vbulletinskinz.com is a wonderful group, and Sheldon is a great guy to work with (so I hear).
Since your budget is $500, I am not sure that you can yet afford Sheldon (I believe he charges a minimum of $1,000).
Finding a freelancer is very difficult, so I suggest you find a group, or a service that provides everything for you from start to finish. Don't go through middle men the whole way through. Find a person/group, and get it settled.
