Unique/Custom made BlogSpot/Blogger Layout

I have a personal blog which I want a new layout for. It's got to big pink and girlie, I'll give you the details and url etc so you can check it. Mainly its a cute header that I want but I'll also need help knowing how to put it on Blogger...

Not sure what the going rate is for this, so let me know what you would charge and i'll pick someone!
