this problem happens sometimes with namecheap, if you pay for domain using your CC, just try to add funds to your domain account and register a domain then. You can also contact their online support or submit a ticket and they will register a domain for you manually!
 
Also, if you have more than 50 domains with Namecheaap don't forget to ask them to provide you with discounts on domain renewal! Their online support team can assign special discount coupons upon a request! Alsio, if your domain is registered by them manually, don't forget to ask them to provide a free WhoisGuard protection for each new domain!
