Yes, of course you can use it. There may be seo benefits to hosting it in the country you are targeting, but whether or not they outweigh the increased costs depends on all sorts of shit.

I'm based in the UK but use Godaddy in the US. The $ is cheap to our £ so it costs next to nothing to host it. Something like £3 per month...

They are a little heavy on the marketing and try to sell you stuff at every opportunity but apart from that they're cool.

You can host anywhere in the world, personally I've never seen an seo benefit but some swear by it. Just make sure it's secure, preferrably not shared and reliable.
