Translation Software?

Ok. My parents don't speak english. I'm looking for a solution that will translate a letter.

Something like
1. Insert something in scanner
2. Ocr reads and turns to text
3. Text is then put into a translator to translate to chinese
4. spits it out on the screen.

now all that would work, but is there something more fluid that will do it all with a push of a button?

I think if hire person chinese in China should no cost much. Very easy for find student college in China that study English as subject. Since student college need money able work cheap.
