Trafficvance for PPV

I'm looking to stepup from my current PPV, such as Adon and Mediatraffic. Most know that TrafficVance requires a referral + $1000 minimum deposit. Upon viewing their homepage, it asks if I wish to advertise to United States OR international. It also states that if i want both, I must signup for TWO TV accounts. This means a $2000 deposit, if I'm correct. Anyone dealt with this situation, or have any words of wisdom?

Call the owner, then follow up with a very well crafted email. Your account will be open without a referral. Only if you do this right though, no newbie stumbling conversation! You need to know your business first.
