I heard about this story on Chicago talk radio this morning, the gun jammed giving the victim his opening. As for your second statement, if someone has gone out of their way to get their CCW and a firearm (which isn't allowed to be loaded while concealing in Chicago, but that's another story) they've probably gone through some form of firearms safety and training...
