i havnt really tried,i've had 2 sign up by luck though,they havnt really done anything with the program.
 
It depends on the space you are promoting. Webmaster and SEO type programs can do pretty well with 2 tiers. If you live and play in that space it's pretty easy to get sign-ups. Other types of programs it isn't so easy.

Most strong affiliates I know don't mess with 2nd tier recruiting and would rather just get higher payouts for their own sales. They realize that the majority of affiliates won't ever make any sales so focus on their own efforts.

You are right about that, it took me a while to start making money from affiliate programs.
